Opposition says gm trial risks trade war
LAWRENCE SMITH / FAIRFAX NZ NZ A member of parliament says there is a risk NZ's public health system will be damaged if New Zealand's largest private health insurance company is allowed to enter New Zealand.
The Government's draft legislation, which was revealed on Friday, would give the New Zealand Private Health Association (NPHA) the right to operate as a commercial healthcare operator or operate as a private health insurance scheme - although the Health Minister will have to give it the go-ahead.
NPHA and its New Zealand rival National Health Insurance Association (NHIAA) have spent years battling each other over the rights of people on public health insurance and have been trying to block each other from opening up an NHS business.
NSW Premier Gladys Berejiklian has called on the Government to back down on its proposed repeal of the "healthy people's scheme" (HPSS).
The Government's draft legislation would allow NPHA to set its own rules and be regulated as a healthcare provider.
But while the Health Minister says the Government's proposed changes will minimise the risk of harm to the health system, opposition MPs claim the Government's plan would be detrimental to public health in New Zealand.

Report urges more climate change support for businesses
July 13, 2014 - A new report from Citizens Climate Lobby is calling for more climate change support for business — particularly oil and gas companies.
"America doesn't have a long, prosperous future without meaningful climate action — it takes an enormous amount of work to make our economy grow," said Daniel Beutler, executive director of Citizens Climate Lobby, in an emailed statement. "We shouldn't stand idle, and we shouldn't rest on our laurels. We're not going to stand for inaction. Climate change isn't going away; we're going to have to adapt to the reality of what it is going to take to save it."
The U.S. economy faces its most serious economic challenges in five decades if the world doesn't keep its greenhouse gas emissions below a limit set in the 2015 Paris Agreement.
The report's recommendations include more support for climate-smart energy and manufacturing, expanding federal support for clean-tech investments, and promoting a climate-focused economy to create a more resilient America in the future.
"The world doesn't have to accept a world where the planet's problems never get solved."
"The future of our economy depends on America's leadership and leadership by everyone," Beutler said. "Climate change isn't going away. It's just going to take time. It's going to take significant, bold efforts. It's a challenge we have to prepare for and confront."
The report called for more business groups to support the creation of more and better jobs for low-income Americans. It recommended boosting the Environmental Protection Agency's Clean Power Plan to combat greenhouse gas pollution from power plants.
